第一條  本校為落實校務發展目標,推動重點特色研究,以整合學術研究人力及資源,而設立研究中心,以提升研究發展之能量。為規範各研究中心之發展,特訂定「臺北醫學大學研究中心設置暨管理辦法」(以下簡稱本辦法)

Article 1. To carry out the goals of University development and promotion of research and to integrate personnel and resources for academic research, Taipei Medical University (TMU) establishes research centers to encourage research and development. These regulations were established to regulate the development of such research centers.

第二條  本校研究中心依其性質及規模,分為校級、院級與研究發展處級研究中心,其設置分類如下:

一、校級:基於校務發展政策需要而設立的研究中心,應具整合基礎與臨床資源,培育專業研究人才,並執行大型跨領域研究計畫之功能。

二、院級:基於各學院重點研究發展方向而設置的研究中心,應具有推動學院學術研究與發展之功能。

三、研究發展處級:基於推動本校核心實驗資源而設立的研究中心(含核心實驗室),應具有提供本校暨附屬醫院技術服務之功能。

Article 2. TMU’s research centers are categorized into University-Level, College-Level and Office of Research and Development-Level according to their nature and scale. The classification of the research centers is as below:

1. University-Level Research Center: A research center established according to university development policies that is responsible for integrating foundational and clinical resources, cultivating professional research personnel, and executing multidisciplinary research projects.

2. College-Level Research Center: A research center established according to each college’s research areas of interest that is responsible for promoting the academic research and development of its college.

3. Office of Research and Development-Level Research Center: A research center (including a core laboratory) established to promote the core laboratory resources of TMU that is responsible for providing technical services for TMU and Taipei Medical University Hospital.

第三條 申請設置應檢送設置計畫書,其內容應包含下列項目:

一、申請表

二、營運計畫書(含經費預算表)

Article 3. To apply for approval of a research center, the following are necessary:

1.    Application form

2.    Operating plan (including expenditure budget)

第四條  申請設置或裁撤研究中心,其審核程序如下:

一、校級:中心設置計畫書經研究發展委員會審議通過,提送校務會議核定後成立。

二、院級:中心設置計畫書經院務會議初審,提送行政會議通過後成立。

三、研究發展處級:其設置計畫書提送研究發展會議審議通過後成立。

Article 4. The process of applying for the establishment or termination of a research center is as follows:

1. University-Level Research Center: May be established after the plan has been examined by the Research and Development Committee and approved by the Administrative Council.

2. College-Level Research Center: May be established after the plan has been examined by the College Council and approved by the Administrative Council.

3. Office of Research and Development-Level Research Center: May be established after the plan has been examined and approved during a Research and Development meeting.

 

第五條  研究中心所需經費及空間應自行籌措,以自給自足為原則。必要時得視中心運作情形自行編列預算,其經費來源分別由校方、隸屬學院與研發處支應。各研究中心之經費報支需依本校相關規定辦理。

Article 5. The funds and space needed for a research center shall be self-financed. If necessary, the center may plan a budget depending on the situation of the center’s operation. The funds may be provided by the university, by the college that the center is affiliated with, or by the Office of Research and Development. The reimbursement of funds for all research centers shall be handled in accordance with related regulations of TMU.

 

第六條  研究中心應置主任一名,負責主持中心業務,研究中心主任聘任流程如下:

一、校級研究中心主任,由校長聘請相關領域研究卓越,且對該領域有重大貢獻者擔任。

二、院級研究中心主任,由各該學院院長推薦相關領域之專家,經校長同意後聘請擔任。

三、研發處級研究中心主任,由研發長推薦相關領域之專家,經校長同意後聘請擔任。

Article 6. A director shall be assigned to be in charge of each research center. The methods of assigning a director for a research center are:

1.    University-Level Research Center: The president shall hire someone who has contributed significantly to that particular research area to be the director.

2.    College-Level Research Center: The dean of the college shall recommend an expert in related fields to be the director. Once the president has approved the choice, said expert shall be hired.

3.    Office of Research and Development-Level Research Center: The Dean of Research and Development shall recommend an expert in related fields to be the director. Once the president has approved this decision, said expert shall be hired.

 

第七條  研究中心承接研究計畫、研發成果歸屬及運用、產學合作及業界回饋等,應依本校相關法規規定辦理。

Article 7. The undertaking of research projects, relegation and application of R&D results, engaging in industry cooperation and soliciting industry feedback on the research center shall all be handled in accordance with relevant TMU regulations and provisions.

 

第八條  各研究中心成立滿三年後,應接受第一次評鑑,爾後每三年評鑑一次,必要時得召開臨時評鑑會議。校級研究中心由校長遴聘三至五人組成評鑑委員,由研發處協助評鑑事宜。院級研究中心由學院院長遴聘三至五人組成評鑑委員評鑑之。研發處級研究中心由研發長遴聘三至五人組成評鑑委員評鑑之。評鑑項目包含:

一、營運方向與設置宗旨之妥適性與相符性。

二、參與研究中心營運人員及其具體貢獻。

三、重點研究領域。

四、研究中心之各項校際合作、國際合作和校內合作情形。

五、支持研究中心營運之相關計畫與經費。

六、研究成果包含論文發表、專利成果、服務活動與人才培訓等。

七、未來發展潛力。

Article 8. After every three years of operation, research centers will be evaluated. An interim evaluation meeting may be held if necessary. The principal shall appoint 3-5 people to form the evaluation committee for University-Level Research Centers and the Office of Research and Development shall assist in matters related to the evaluations. The dean of each college shall appoint 3-5 people to form the evaluation committee for College-Level Research Centers. The dean of Research and Development shall appoint 3-5 people to form the evaluation committee for the Office of Research and Development-Level Research Centers. Items to be evaluated:

1. Whether the center has conformed to the operational directions as per the original purposes for establishing the research center.

2. The personnel participating in the operations of the research center and their specific contributions.

3. Whether key research areas have been addressed.

4. Intercollegiate cooperation, international cooperation and cooperation with parties within TMU.

5. Grants and funds supporting the research center operations.

6. Research results, including published papers, patent results, service activities and personnel training.

7. Future development potential.

 

第九條  各級研究中心有下列情形之一者,應予裁撤:

一、 經中心會議通過後,中心主任提出裁撤申請者。

二、 經評鑑不符原設置目的或已無存續必要決議裁撤者,得依本辦法第四條之審核流程,提報相關會議完成裁撤程序。

Article 9. A research center may be abolished if any of the following situations occur:

1. After a research center meeting, the director of the research center submits an application for abolition.

2. After an inspection, a research center may be abolished due to inconsistency between its present operations and its original purpose of establishment, or due to being deemed unnecessary. That research center shall be reported to related committees or related meetings to complete the process of abolition according to the verification process detailed in Article 4.

 

第十條  本辦法經校務會議通過後公告施行;修正時亦同。

Article 10. This regulation shall be implemented after approval by the University Council. All amendments shall be treated likewise.
